Duties and Responsibilities
  1. Provide the educational technical lead of UN Women’s Second Chance Education and WEE Programme within the country.
  • Lead the provision of technical support throughout all stags of the programming process in the country;
  • Identify and implement capacity development initiatives with national partners and responsible parties;
  • Arrange/coordinate availability of technical experts to ensure timely/appropriate support throughout the programming/projects process;
  • Draft policy papers, briefs and other strategic program materials for management use, information and/or consideration.


  1. Provide programme development and planning services related to Second Chance Education (SCE) and WEE
  • Set priorities, strategies, design and implementation plans for the SCE country programme;
  • Keep abreast of development trends to enhance program management, efficiency and delivery;
  • Ensure integration, coherence and harmonization of SCE with UN Women WEE sectors;
  • Participate in strategic planning and programming of education programmes/projects;
  • Formulate, design and prepare proposals for WEE and SCE;
  • Work closely and collaboratively with internal and external colleagues and partners to discuss to ensure the achievement of concrete and sustainable results.


  1. Lead Programme Management, Monitoring and Delivery of Results  
  • Establish specific goals, objectives and strategies and implementation plans for the sector/s using results-based planning terminology and methodology (RBM);
  • Prepare required documentations for programme review and approval;
  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UN Women system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results;
  • Lead monitoring and evaluation exercises, programme reviews and annual reviews to assess progress and to determine required action/interventions to achieve results;
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals;
  • Monitor programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution;
  • Prepare regular/mandated programme/project reports for management, donors and partners.


  1. Oversee operational support to programme implementation
  • Provide operational guidance to national partners and responsible parties to support programme management, implementation and delivery of results;
  • Monitor the programme budget;
  • Review and financial reports;
  • Manage staff and consultants;
  • Oversee the recruitment process, as necessary.



  1. Oversee Networking and Partnership Building at the country level
  • Network and build partnerships with National stakeholders and global partners/allies/donors/academia;
  • Establish relationships with implementing partners for the seamless implementation of the WEE and SCE programme;
  • Prepare communication and information materials for Country Office programme advocacy to promote awareness, establish partnership/alliances and support fundraising for education programmes;
  • Participate and/or represent UN Women in appropriate inter-agency (UNCT) discussions and planning on education and related issues to collaborate with inter-agency partners/colleagues on UNSDCF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNSDCF process in development planning and agenda setting.


  1. Lead Innovation, Knowledge Management and Capacity Building initiatives at the country level


  • Assess, institutionalize and share best practices and knowledge learned;
  • Provide technical contributions to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes/projects;
  • Organize and implement capacity-building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects;
  • Represent UN Women in meetings and policy dialogues on issues related to Second Chance Education;
  • Lead the development of knowledge management strategies and methodologies and products on WEE and SCE;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning; disseminate regionally or globally.

Required Skills and Experience

Education and certification:

Master’s degree or equivalent in social sciences, International Relations, Education or a related field is required



·       Minimum 5 years of relevant experience at a national or international level in design, planning, implementation, monitoring and evaluation of development projects;

·       Experience in the development field, preferably in education and/or, livelihoods;


·       Experience in establishing relationships among international organizations and national governments in the field of gender and education.


Language Requirements:

Fluency in English and French, including strong writing skills, is required
