A UN inter-agency coordination mechanism is established in Yaounde

A formal and regular coordination system is established with UN agencies which already have, or are in the process of, setting up monitoring mechanisms. Terms of reference are developed and approved by the taskforce/coordination mechanism and two meetings held with meeting notes drafted.

80 protection monitors are trained in collection, verification and reporting of children’s violations (60 persons in the NSW (in English), and 20 persons in the Far North (in French))

To qualify as an advocate for every child you will have…

  • Masters’ Degree, preferably in international law, human rights, political science, or international affairs.
  • Minimum of 5-8 years of progressively responsible professional experience in humanitarian affairs, human rights, child protection, emergency preparedness, crisis/emergency relief management, or other related area. Experience on monitoring and reporting on human rights violations/MRM/implementation of the CAAC agenda in the field (experience in Africa is considered as an asset).
  • Fully proficient computer skills, including the use of relevant software and other applications (e.g. word processing, spreadsheets, internal databases, Internet, etc.). Experience in the use and management of Primero modules (CPIMS+, MRMIMS+, GBVIMS+ or previous versions) is a strong advantage.
  • Knowledge of the UN system institutions; ability to work in an international or multicultural environment. Working experience in developing countries.
  • Fluency in oral and written both English and French is essential

CONDITIONS OF WORK

The proposed consultancy duration is 4 months, from early June 2019 to late September 2019. Payment of the different installments will be determined based on the submission of the expected deliverables.

Other working conditions include the following:

  • This consultancy is not eligible to any anticipated payment;
  • The consultant shall equip him/herself with his/her own personal computer;
  • The consultant shall subscribe to an insurance policy which will cover him/her during the implementation period of the mission;

Deliverables which will result from this consultancy are the property of UNICEF and should not in any way be used or disseminated without prior authorization of UNICEF.

Technical and Financial Offer

The technical offer must include the following elements:

  1. A methodological concept note showing in a clear, precise and concise manner the general comprehension of the expected work, organization modalities, tasks to be undertaken for this consultancy;
  2. A presentation of the acquired experience in the field of human rights/child’s rights, children and armed conflict;
  3. A detailed and signed resume, as well as copies of diplomas;
  4. A detailed planning of activities.

The financial offer should be exhaustive and take into account any expense that is necessary for the completion of the deliverables described here (excluding the costs related to the organization of meetings with local partners/implementing partners, and training sessions: DSA for partners, transportation of partners, renting of a room and catering. These costs will be covered by UNICEF.). The financial offer will be submitted in the form of a table, which will distinctly outline consulting expenses (remuneration), and other logistics-related expense (subsistence allowance, travels, car rental, in-country travels).

UNICEF shall not be held responsible for any cost other than those appearing in the financial offer.

The proposed budget in the financial offer will be assessed by UNICEF.

The consultancy expenses will be analyzed based on the UN system remuneration scale.
