ABOUT THE MISSION IN CAMEROON
Desired start date: 01/10/2018
Duration of the mission: 1 month
As Team leader of the assessment team, the Emergency Team Leader is in charge of an exploratory mission in the South West and North West of Cameroun, known as the “Anglophone” region. This part of Cameroun has been marginalized since decades and the crisis itself finds its roots into long years of political isolation and frustration that reaches a pick at the end of 2016. In 2017, a circle of demonstration / military repression follows, leading to radicalization among secessionists groups and the emergence of various non-state armed groups, and since then a continuous increase in civilian population displacement and destruction of infrastructures. The mission will have for objectives to build an access strategy, to get an update of the contextual evolution, to provide an updated mapping of the humanitarian coverage, to propose security rules, implement need and security assessment, consider partnership with local and/or international partners, design a response strategy and participate to coordination and representation with humanitarian partners and authorities.
ABOUT THE JOB…
Setting up the activities/control and supervision
Plan the weekly activities:
plan human resources needs (daily workers, workers…)
plan tool and material needs (request from stock)
anticipate administrative issues (requests in advance)
anticipate logistics issues (transport, communication means…)
Supervise and monitor each stage of activity. Ensure that standards and instructions are followed.
Respect schedules and deadlines
Report back any problems and constraints encountered during the course of the activities and suggest operational solutions
Logistics and Administration
When recruiting daily workers, follow procedures and directives
Train his/her team members to use and maintain the available tools correctly
Track usage with monitoring tools provided
Enforce safety procedures
Ensure that safety procedures are followed by members of his/her team
Monitor the quality and quantity of material delivered to working sites
Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site
Reporting / communication
Take part in weekly program meetings and clusters on request
Keep his/her monitoring tools and files archived in the Solidarités office
Draw up and submit a weekly task report (which should include progress made by the team)
Take part in the drafting of the monthly program pack
Establish and maintain good relations with local participants and communities (populations) in the operational fields
Listen to the populations and local participants in the field and report any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams

Management of the exploration team
The main challenges:
The crisis security environment is particularly volatile with the main challenges being about building access, acceptance and keeping neutrality. Direct access to vulnerable population in needs to assess their actual situation will be challenging too, depending on the evolution of the context in the coming weeks. The area is characterized by a lack of humanitarian knowledge so emphasizing, communicating and spreading humanitarian principles to key actors would be an important stake.
Previous experience oriented towards access strategy and monitoring and good capacity to manage security situation as well as communication and representation in a sensitive political context will be privileged.
Living conditions in Yaounde and Buéa are satisfactory with phone and internet network working well, 24/7h electricity and good living confort.
SI WILL OFFER YOU
A salaried post: According to experience from 2860 euros gross per month, (2600 base salary+ 10% annual leave allowance paid monthly) + a monthly perdiem.
Vacation: during the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
