The Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Programme Manager that will be responsible for (i) overall management of the protection and livelihoods program in Adamawa region, (ii) leading and developing DRC’s intervention team, (iii) managing projects’ implementation and budget in line with DRC values, technical standards and donor requirements, (iv) DRC representation in all relevant fora, and (v) ensuring a collaborative partnership with DRC CAR operation and other relevant partners and stakeholders.

About the job Since October 2017, DRC has been implementing conflict-sensitive interventions that include protection information collection, verification and analysis of trends, and provision of targeted individual assistance for the most vulnerable people in the Adamaoua region. DRC’s largest program in Cameroon, funded by ECHO, SDC and WFP, relies on a community-based approach with activities such as food distributions, protection monitoring, the development of community centres and a network of community protection focal points, and Individual Protection Assistance (IPA)1 which seeks to respond to the most urgent protection needs while building on referral network for longer term assistance.

Your main duties and responsibilities will be:
Implement, monitor, evaluate and provide technical guidance to ensure the projects’ quality, in compliance with DRC and donors requirements, in Adamawa region
Ensure qualitative protection data collection and analysis, and produce qualitative regular protection reports to be shared internally and externally
Hire, support, appraise and mentor DRC staff by identifying clear deliverables, ensuring performance evaluations and providing coaching/training/follow up as needed
Ensure quality information management and analysis, and collaborate in the preparation of evidence-based project proposals, including cross-border approaches and opportunities with DRC CAR
Cultivate good relations and coordination with key humanitarian actors – local, national and international, including government authorities, non-state actors and donors.
Act as representative for the DRC protection program in Cameroon towards government authorities, donors, partners, UN agencies and international and local NGOs and various local co-ordination forums.
Ensure that the DRC projects are implemented in accordance with DRC standard regulations and operational procedures (i.e. Code of Conduct, CHS Principles, DRC Assistance Framework, DRC Programme Handbook)
Daily aware and involved in the security situation ensuring the communication with the programme staff, and responsible to understand, relay and implement the security rules.

About you
To be successful in this role we expect you to have very strong experience in program development and team management, as well as excellent skills in representing the organization in relevant fora, and with key stakeholders and partners.

Moreover, we also expect the following:
Minimum 4 years of project management, information analysis, strategy and business development at a senior level, of which at least 2 years in Protection sector.
Advanced university degree in law, social / political science, or related fields; • Excellent interpersonal and negotiation skills, and strong experience in staffs’ management; • Proficiency in French and English; • Willingness to live and work in an insecure environment with limited physical amenities and relative security risk;
Experience in Cameroon/CAR context; • Good experience in training and liaising with national NGO and partners.
